Did the Gov't honestly think that 24 hr pubs would make a difference?

Sorry as a smoker I get infuriated at how smoking is banned yet pubs are opened all hours. Yet socially alcohol causes more problems.

Sounds like the old debate here on whether or not to make some illegal drugs legal. The belief is that if it's legal then people won't use it so much.

Obviously with the report you just posted it certainly shows that no ones drinking decreased when the bars stayed open 24 hours.
