Hi I would like a picture next to my name but dont know how to do it ,also cant get into chat,im very new to these things so no posh words pretend you are talking to a 5 year old.
If you need to know this thing im on is a laptop with windows vista....

I think you can do it through the "user CP" (in the upper left). There are options for picture/avatar.

Go to User CP - then Edit Avatar. Try that.
